The Team

The Program Advocacy and Communications (PAC) team works in partnership with program teams, regional offices, and other teams in Global Policy & Advocacy (GPA) to achieve their policy and finance goals by:
  • Developing and coordinating the execution of advocacy and communications strategies.
  • Demonstrating leadership and using foundation voice to implement advocacy strategies.
  • Developing and managing a grant portfolio dedicated to achieving advocacy outcomes.
  • Directly advocating with sector leaders, influencers, media and government officials in order to achieve advocacy outcomes.
  • Leading issue-specific communications in service of advocacy goals.
  • Developing policy recommendations or proposals

  • This position is a limited-term position for 18 months. Relocation will not be provided.

Your Role

The Senior Program Officer (SPO) will design and lead advocacy efforts across family planning (FP) and maternal, newborn and child (MNCH) health global priorities to help generate awareness, resources, partnerships and policy changes necessary to achieve results in the following ways: ensuring policies and funding support women�??s ability to access to a broad method mix, with a focus on new contraceptive technologies (i.e. contraceptive technology research and development and new product introduction), and MNCH Discovery and Tools (D&T); galvanizing civil society in donor and developing nations to increase political commitment to new FP and MNCH tools/innovations; amplifying the voices of women and girls in early stages of the development of new Reproductive, Maternal, Newborn, Child health RMNCH products; understanding and shaping international financing channels for scale-up of new and underutilized innovations; supporting the evidence-base to encourage sound decision-making; and influencing policymaker decisions making through increased visibility and understanding of new solutions to health and development inequities. This position will look strategically across the RMNCH landscape to determine relevant and impactful investments and drive for scale in key.

The SPO will develop and manage a portfolio of grants and contracts requiring high-level grant management skills, monitoring and evaluation, focused on technical advocacy.

This will be done in close collaboration with the Africa Regional and Seattle offices, the country offices in India, Ethiopia and Nigeria, as well as the Seattle-based program teams. It will also involve collaboration with a range of external foundation grantees and partners, including government advisors at both federal and subnational levels.

The SPO will report to the PAC Deputy Director for FP, MNCH and PHC.

What You�??ll Do

  • Partner with the global health teams, MNCH and FP programmatic leadership and teams, and the GPA division to update and implement advocacy and communications strategies.
  • Partner with the Women�??s Health Innovation team on the development of a women�??s health R&D agenda
  • Develop and lead a product introduction policy and advocacy strategy in close coordination and partnership with the MNCH D & T team in support of both sector-wide and product-specific goals.
  • Track and analyze key global policy developments and trends relevant to a specific set of programs, specifically related to new product introduction, focused on contraceptives and MNCH D & T.
  • Foster and manage partnerships and alliances to advance and refine policy, advocacy, and communications strategies based on field and financial data
  • Serve as a liaison and partner to the contraceptive technologies and MNCH discovery & tools teams
  • Conduct research and analysis to strengthen investment decisions including the synthesis of existing literature for strategy development and for leadership needs.
  • Represent the foundation to external constituencies example formal and informal presentations such as making speeches, attending conferences, committee representation and other meetings.
  • Form key partnerships with people and organizations �?? in both the public and private sector �?? to improve implementation of advocacy strategies and tactics.
  • Write and produce informative briefings, reports, email updates, and other materials on key areas and other relevant issues for foundation leadership.

Your Experience

  • Advanced degree in public policy, international relations, public health, development or a related field with exceptional knowledge, experience and expertise in technical advocacy and communications related to global health research and development, regulatory policy, and new innovation introduction.
  • Experience and/or proven ability in engaging with government partners and in working with regulatory authorities, academic institutions, clinical researchers, NGOs, the private sector, media and professional associations preferred.
  • Understanding of the key issues concerning women�??s health care, specifically concerning FP and MNCH (ideal), or broader health and development areas and bi-lateral and multi-lateral finance institutions and mechanisms at global, regional and country levels.
  • Experience in strategic portfolio development and alignment with goals and impact.
  • Experience or high ability to work in a complex, matrixed environment �?? requiring cultural awareness, and a collaborative nature that knows the benefits of seeking consensus.
  • Demonstrated ability to provide vision and influence others in a constructive, optimistic manner, while building and sustaining collaborative relationships and work with flexibility, entrepreneurship, and diplomacy
  • Outstanding project and team management skills including demonstrated ability to lead teams and organizations from strategy development through execution.
  • Experience managing a grants portfolio; either as a grantee - receiving and reporting on a grant or as a grant manager - with direct responsibility for grant making and management is ideal.
  • Ability to travel up to 25% domestically and internationally.
  • 7+ years of related experience, or equivalent experience.

  • Must be able to legally work in the country where this position is located without visa sponsorship.

The typical salary range for this role is $144,200 to $267,800 USD. The exact offer will be determined by a variety of factors such as the candidate�??s individual skills, qualifications, and experience relative to the requirements of the role.
